The largest film event on the continent, the Pan-African Festival of Cinema and Television of Ouagadougou (Fespaco) was founded in Burkina Faso (then Upper Volta) in 1969. It was officially supported by the Upper Volta authorities in 1972 and it was at that time that the awards were established. Hence, the first editions were held without competition. Beginning with the 6th edition (1979), FESPACO became a biennial festival beginning on the last Saturday of February of every odd year, in order to not conflict with the Carthage Film Festival (JCC, Tunisia) created in 1966 and held during even number years. Since 2014, the JCC is held annually; several Fespaco officials have express more and more openly the desire to also hold the event on an annual basis. Since December 2014, Ardjouma Soma has been the General Secretary of FESPACO.

According to Colin Dupré , author of the remarkable book: Le Fespaco, une affaire d'État(s) 1969-2009 | Fespaco, A Matter of the State (s) 1969-2009, published in 2012 by l’Harmattan. “Fespaco brings together a large number of film enthusiasts, presently exceeding over a half-million viewers. It is characterised by a popular, mass-audience aspect, which is non-existent in many other international film festivals. The Ouagadougou festival is one the few to offer to the general public an opportunity to view the films in competition at the same time that they are competing, with no condition other than the ticket price.” 

The 25th edition will take place from 25 February to 4 March, 2017 in Ouagadougou (Burkina Faso) under the theme “Training and professions in the cinema and the audiovisual sectors”. FESPACO proposes to offer a diverse programme organised around the selection of films, the 18th African International Film & TV Market (MICA), and professional meetings (conferences, round tables, master classes …) that focus on the ways and means to qualitatively represent the interests of African cinema.

25th FESTIVAL FILM AND PAN AFRICAN TELEVISION Ouagadougou (FESPACO)

Registration is open for the selection of films for the 25th edition of the African cinema biennial, scheduled from 25 February to 04 March 2017.

Two sections are involved:
> The official competition section reserved for films of African directors and of the Diaspora. It includes the following categories:
* Feature fiction, at least 60 minutes;
* Short fiction: between 1 min and 35 min;
* Documentary film: minimum of 26 minutes;
* Television series: 3 episodes 13 to 26 minutes each;
* African film schools: between 3 min and 15 min.

> The out of competition section is reserved for films by filmmakers around the world (Africa seen by …, discoveries).

All films submitted must not exceed two (2) years of age as of 31 December 2016 (i.e. films produced after 01 January 2015). Please read the regulations of the official selection carefully (downloadable from the official website http://www.fespaco.bf).

Registration is open for the 18th edition of the African International Film & TV Market, scheduled to be held from 24 February to 03 March 2017

MICA is a professional space for sale and purchase of cinematographic and audiovisual works, a space for networking, for promotion and exchange among film and audiovisual professionals worldwide (producers, distributors, broadcasters and promoters of digital technologies).

MICA offers the possibility:

* To register films that can be viewed à la carte by accredited professionals in a space provided for that purpose. The price to register a film is set at twenty-five thousand (25,000) CFA or the equivalent in euros (€ 38.11) or US dollars ($ 42.75 USD), non-refundable;

* To schedule screenings à la carte . Screening fees are set at thirty thousand (30,000) CFA hour or the equivalent in euros (€ 45.60) or in US dollars ($ 51.30 USD)

* Booth rentals. The cost of renting a booth of nine (9) m² is four hundred thousand (400,000) CFA or the equivalent in euros (€ 608) or US dollars ($ 684 USD).

Le plus grand événement cinématographique sur le continent
Le Festival Panafricain de Cinéma et de Télévision de Ouagadougou (Fespaco) a été créé au Burkina Faso (alors Haute-Volta) en 1969. Il est officiellement soutenu par les autorités voltaïques en 1972 et c'est à ce moment là que les prix font leur apparition, les premières éditions étant sans compétition. A partir de la 6e édition (1979), le FESPACO devient une biennale, débutant le dernier samedi de février de chaque année impaire, afin que le festival ouagalais ne soit pas en concurrence avec les Journées Cinématographiques de Carthage (JCC, Tunisie) créées en 1966 et se tenant les années paires. Les JCC sont désormais annuelles depuis 2014 ; plusieurs responsables du Fespaco évoquent de plus en plus ouvertement la volonté de passer à un rythme annuel. Depuis décembre 2014, Ardjouma Soma est le Délégué Général du FESPACO.

" Le Fespaco réunit un très grand nombre de cinéphiles, dépassant largement aujourd'hui le demi-million de spectateurs. Il est caractérisé par cette dimension populaire, inexistante dans bien d'autres festivals internationaux de cinéma. Le festival de Ouagadougou est l'un des seuls à proposer à l'ensemble du public de voir les films en lice, pendant la compétition, et sans autre condition que de s'acquitter du prix du billet ", écrit Colin Dupré (auteur du remarquable livre Le Fespaco, une affaire d'État(s) 1969-2009, paru en 2012 chez l'Harmattan).

La 25ème édition se déroulera du 25 février au 04 mars 2017, à Ouagadougou (Burkina Faso), avec comme thème ‘' Formation et métiers du cinéma et de l'audiovisuel ''. Le FESPACO se propose d'offrir un programme varié qui s'articule autour de la sélection des films, du 18è Marché international du cinéma et de la télévision africain (MICA) et des rencontres professionnelles (colloque, table ronde, master class…), axées sur les voies et moyens de faire valoir qualitativement l'activité cinématographique africaine.

Le MICA est un espace professionnel de vente et d'achat des oeuvres cinématographiques et audiovisuelles, un cadre de rencontres, de promotion et d'échanges ouvert aux professionnels du cinéma et de l'audiovisuel du monde entier (producteurs, distributeurs, diffuseurs et promoteurs de matériel numériques).

Le MICA offre la possibilité :
* d'inscrire des films qui peuvent être visionnés à la carte par les professionnels accrédités dans un espace aménagé à cet effet. L'inscription d'un film est fixée à vingt-cinq mille (25 000) francs CFA ou l'équivalent en euros (38,11€) ou en dollars US ($42.75 USD), non remboursable ;

Last year, Chimamanda Ngozi Adichie granted Kenyan Mexican
actress, Lupita Nyong'o, the feature film rights to her novel Americanah . Now Adichie has granted director, Akosua Adoma Owusu the exclusive film rights for her company Obibini Pictures, LLC to produce On Monday of Last Week , an adaptation of a short story of the same name from Adichie’s collection, The Thing Around Your Neck.

“I was compelled to create a new work by adapting literature from contemporary African writers. The themes of race, liberalism, and sexuality in Adichie’s short story On Monday of Last Week resonated with my films on the ‘triple consciousness’ of the African immigrant as I transition between avant-garde cinema, fine art, and African tradition to complicate the nature of identity.” Akosua Adoma Owusu

Featuring Nigerian actress, Chinasa Ogubagu, in the lead role of Kamara, this film follows a Nigerian woman on her journey to self realization. Kamara takes on a nannying job caring for Josh, the five year old son of Tracy and Neil, an interracial couple living in an upscale urban home. Under Neil’s direction, Kamara settles into a routine of prepping Josh for an academic competition and feeding him the latest kids’ health craze. The noticeable absence of Josh’s mother, Tracy, and her occasional outbursts heard from her artist’s studio in the basement intrigue Kamara. Kamara’s growing curiosity is piqued when Tracy finally emerges from her studio one afternoon. The brief encounter causes Kamara to launch into an unexpected attraction, wanting nothing more than an excuse to see Tracy again.

On Monday of Last Week will be directed and produced by Akosua Adoma Owusu and Obibini Pictures, LLC. Obibini Pictures, LLC has produced award-winning films including Reluctantly Queer , which was nominated for the Golden Bear and Teddy Award at the Berlinale, Berlin International Film Festival in 2016, and Kwaku Ananse , which received the 2013 African Movie Academy Award in Nigeria for Best Short Film. Lead actress Chinasa Ogubagu recently starred in the Off Broadway play Sojourners , earning a nomination for the 2016 Lucille Lortel Award for Outstanding Lead Actress in a Play. M.anifest, acclaimed Ghanaian rapper and co founder of Giant Steps, a Minneapolis based interactive conference for creative entrepreneurs, will be the Music Supervisor for this production.

This film is created with support from the Guggenheim Foundation and supporters of On Monday of Last Week ’s production Kickstarter campaign.

On Monday of Last Week also reflects themes explored in previous works by the filmmaker, specifically identity and standards of beauty, including her award winning short Me Broni Ba (2009) and her forthcoming feature Black Sunshine. Me Broni Ba, investigates the fraught relationship between images of beauty and power; telling an emotionally resonant story of a young child's migration from Africa to the United States and her painful efforts to fit in. Black Sunshine, tells the story of hairdresser, Rosemary Konadu, and her 12 year old albino daughter, Coco. Rosemary longs to escape her frustrating African reality. She feels ashamed of birthing an albino child, and ironically, of her own blackness. Black Sunshine received support from Creative Capital, Tribeca All Access, IFP and the Berlinale World Cinema Fund.

Described by critics as “one of the best young-adult films to come out of France in recent years,” the funny, often suspenseful and emotional drama tells the story of Dounia, a tough, but naive teenager who sees getting rich or dying trying as her most viable option. Set in a ghetto near Paris where drugs and religion reign supreme, Dounia is hungry for her share of power and success. Enlisting the help of her best friend she decides to follow the footsteps of a respected dealer. When Dounia meets a young sensuous dancer, her life takes a surprising turn.

Houda Benyamina’s directorial debut received rave reviews from critics and was awarded the Caméra d'Or, an award of the Cannes Film Festival for the best first feature film presented in one of the event’s selections. Critics heap praise on Oulaya Amamra’s “breakout” performance as Dounia.

Short documentary film competition for producers and journalists of Cameroonian nationality residing in Cameroon

Concours de courts métrages documentaires lancé à l’endroit des réalisatrices et journalistes de nationalité camerounaise et résidant au Cameroun.



a) Objectives | Objectifs :

The objective is to encourage women to be more involved in the development of the society and to have greater autonomy.

Le concours a pour objectif d’encourager les femmes à s’impliquer davantage au développement de la société et à une plus grande autonomie. 


b) Thème : 

The said competition is being launched under the theme “Women and Empowerment”.

Ledit concours est lancé sous le thème : "Femme et autonomisation". 


c) Termes de référence : 

The terms of reference of the competition are: family stability, social cohesion and household management.

Les termes de référence du concours sont : la stabilité familiale, la cohésion sociale et la gestion des ménages. 


d) Conditions for/de participation : 

The competition is in two phases. In the first phase, two projects shall be selected (a documentary film scenario, 5 pages maximum, font theme, Time New Roman 12+summary). During this first phase, the jury shall select the best two project an these shall move on to the second phase, that is, the final phase. On its part, the final phase shall be the realisation of the two selected projects, (a 13 minute documentary film). Each of the two projects selected shall be developed under the supervision of a professional. A complete set of shooting equipment and a production team shall be at the disposal of the production team of every project. The films produced shall be the property of MIS ME BINGA.

The films could be in English, French or any local language. Films shot in a local language should be sub-titled in either English or French.

Le concours consiste en deux phases dont la première est la sélection de projets de films documentaires (Scénario de film documentaire, 5 pages maximum, police Time New Roman 12 + résumé). Un jury sélectionnera à l’issue de cette première phase les deux meilleurs projets qui accéderont à la deuxième phase dite phase finale. La phase finale consistera quant à elle en la réalisation desdits projets (Film documentaire de 13 min). Chacun des deux projets retenus est développé sous la supervision d’un professionnel. Un kit complet de tournage et une équipe sont mis à la disposition de l’équipe de chaque projet. Les films produits sont la propriété de MIS ME BINGA.

Les films peuvent être en langue locale, en français ou en anglais. Pour un film tourné en langue locale, il devra être sous-titré en français ou en anglais. 


e) Dates : 

Film projects should be submitted at the Goethe-Institut in a sealed envelope marked 'Binga Talent 2016 not later than 20 June 2016 at 16h. Each project should be accompanied by a duly signed registration form.

Les projets de films devront être déposés au Goethe-Institut dans une enveloppe scellée avec la mention ‘Binga Talent 2016’ au plus tard le 20 juin 2016 à 16 heures. Chaque projet devra être accompagné de la fiche d'inscription ci-dessous dûment remplie.


f) Awards | Récompenses : 

The first prize of the competition consists of a professional internship in Germany offered by the Goethe-Institut.
The second prize is a symbolic sum of 100 000 FCFA.
